Head of Technical Data and Analytics Delivery

Police Digital Service (PDS) is recruiting on behalf of the NPCC National Data & Analytics Office – a dedicated national capability transforming data and analytics provision and insights in policing.

We are looking for a Head of Technical Data and Analytics Delivery, starting salary at £85,000 pa .  This role is a Fixed Term for 12 months and you will be seconded from PDS into the NPCC & Data Analytics office.

This is an exciting opportunity to be part of a ground-breaking function within policing which will shape the future of data and analytics in UK law enforcement and help to utilise policing data to better protect the public. The NDAO will ensure:

  • Improved data governance and standardised datasets
  • Enhanced data analytics services to support operational decision-making

  • A more integrated data-sharing ecosystem across forces

The Head of Technical Data and Analytics Services will lead the development and implementation of data-driven analytical strategies for the National Police Chiefs Council (NPCC) National Data and Analytics Office (NDAO).

The jobholder will design, scale and deliver the technical capabilities required to improve data and analytics in Policing, ensuring that products and services meet robust technical specifications, are compatible with current and future technical blue prints and are subject to regular innovation to meet user needs.

Key Responsibilities

  • Lead the adoption of national advanced analytics tooling across UK policing.
    This is achieved by working closely with police forces and SMEs to identify operational needs, develop and guide the implementation of these tools. A key objective is to ensure that at least 90% of police forces adopt the new analytics tools, ensuring widespread and consistent use across the sector. The purpose is to enhance data-driven decision-making, enabling policing to predict trends, allocate resources effectively, and improve operational outcomes.
  • This involves collaborating with technical teams and external suppliers to ensure that analytics tools meet national policing requirements. The role ensures that these solutions comply with data governance standards and deliver actionable insights for operational and strategic decision-making, thereby supporting policing’s data transformation.
  • Contribute to and manage a national data analytics strategy.
    The jobholder will work with stakeholders, such as the NPDAB, to create a long-term vision for the integration of analytics tools in policing. The strategy is designed to ensure alignment with national objectives, foster consistency in the use of data, and drive operational efficiencies across all police forces.

What you need to succeed in the role

  • Extensive understanding of data analytics methodologies, statistical techniques, and the application of machine learning and artificial intelligence (AI) within the policing or public sector.
  • Experience in rolling our new analytical capabilities across a complex environment, preferably policing or public sector.
  • Strong knowledge of data governance, data privacy, and security regulations relevant to the policing or public sector environment.
  • Expertise in using analytics tools and platforms (e.g., Python, R, SQL, Power BI, Tableau) to extract, transform, and visualise data.
  • A relevant degree in Data Science, Statistics, Mathematics, Computer Science, or a related field is essential. A master’s degree or professional certifications in data analytics or data management would be advantageous.

Key Skills:

  • Advanced data interpretation and problem-solving skills to turn complex datasets into actionable insights for strategic decision-making.
  • Strong leadership and management skills to lead an analytics team, including the ability to coach, develop, and motivate staff.
  • Exceptional communication and presentation skills to translate complex data findings into clear and concise recommendations for senior leadership and non-technical stakeholders.
  • Proficient in managing multiple projects, setting priorities, and ensuring timely delivery
  • Strong collaboration skills to work cross-functionally with other departments, external partners, and stakeholders to align data initiatives with national policing goals.

Experience:

  • Extensive experience in leading data analytics teams or projects, preferably within the policing or public sector.
  • Demonstrable experience in developing and implementing analytical strategies to drive operational efficiencies and improve performance outcomes.
  • Proven track record in stakeholder engagement, influencing senior decision-makers, and managing relationships to ensure alignment with national policing objectives
  • Experience with managing large-scale data systems and infrastructures, as well as navigating challenges related to data quality, integrity, and ethics

Working Arrangements

This is a remote role with occasional travel required to attend meetings.

All applicants must be eligible to undergo NPPV3 (Non Police Personnel Vetting Level 3) and SC vetting clearances. Successful applicants will require NPPV3 clearance to have been cleared before starting with PDS.
