The European commission (EC) has issued a report to tackle the problem of online payment fraud.

E-crime targeting such payments is on the increase, according to the report, diminishing the confidence of EU citizens buying and selling online.

The report said: "Payment fraud is a moving target and, inevitably, new threats appear, such as identity theft/fraud and, more generally, cybercrime."

It added that educating and informing consumers about online payment practices is as important as the security technology put in place to deal with them.

The EC has planned events and conferences in an attempt to raise awareness of the dangers of electronic payments, where one or more of the parties is not present, according to the report.

Last week, technology researcher Websense published a study indicating that a wave of malware attacks using an infected Javascript browser at the start of this month have breached the security of websites run by the UK government and the UN.
